In international disputes third parties (such as the UN) are sometime involved in trying to resolve the conflict. Although one side of the dispute may have seem to have fairly weak claims, or may have a history of belligerence, it would still be important for both side to give equal attention to the claims made by both sides.

The legal process could only work if both side came into it trusting that they would equal attention as the other group.
